The Collector Who Asked Why 90% of Her Students Were Dreaming of Careers They Could Never Reach
In Tonk, a District Magistrate found a gap between what children wanted and what their arithmetic allowed. Her response says something important about aptitude in public service.
There is a particular kind of cruelty in a statistic that nobody notices. In Tonk district of Rajasthan, more than nine out of ten students in Class 10 said they wanted a career built on science. Fewer than twelve out of a hundred were actually able to enter the science stream. The ambition was there in abundance. The arithmetic was not.
Most administrations would have filed this under education department, subject closed. Saumya Jha, the District Magistrate, treated it as a problem she personally owned. Her diagnosis was unfashionably simple: the children were not failing at science, they were failing at the foundational mathematics that science sits on. Fix the foundation and the ceiling rises by itself.
The solution had to fit the classroom she actually had
What followed is worth studying closely, because it shows the difference between a good intention and a workable idea. She did not ask for more teachers, which the district did not have. She did not ask for more hours, which the children did not have. She launched an artificial-intelligence based learning platform for government schools, built to work in Hindi as well as English, capable of solving textbook problems, generating an endless supply of practice questions, and adjusting itself to the pace of each individual child.
The design carries a quiet respect for the teacher. By handing the machine the repetitive work of setting and correcting practice sums, it freed the teacher to do the thing no machine can do, which is to sit beside a struggling child and encourage her. Technology was used to expand the human element in that classroom rather than replace it.
What changed
After a six-week intervention, the district’s Class 10 mathematics pass percentage stood at 96.4 percent in 2025, three points above the previous year. Read that number carefully. It is not a revolution announced at a press conference. It is a three-point movement in a government examination, produced in six weeks, in a district that most of India has never heard of. Multiply that quietly across a career and you have a life of consequence.
Why this matters for your ethics paper
Aptitude, in the syllabus sense, is not intelligence. It is the fitness of a person for the specific demands of public service, and one of those demands is the ability to see a problem that is not on your desk and to accept it as yours anyway. Nothing compelled a District Magistrate to investigate why science aspirations were collapsing in her district. She looked because she was paying attention, and attention is the first ethical act of any administrator.
Notice too what she did not do. She did not blame the children, or the teachers, or the previous administration. Blame is the cheapest available response to any failure, and it changes nothing. She located the specific mechanism that was failing and repaired it. That is the difference between an officer who reacts and one who governs.
