S. R. Sankaran: Compassion Turned Into a Budget Line

The quiet one
S. R. Sankaran was born in Thanjavur on 22 October 1934, topped his B.Com at the American College, Madurai, and joined the Indian Administrative Service in 1956, Andhra Pradesh cadre. He was Sub-Collector at Nandyal, District Collector of Adilabad, Khammam and Nellore, twice Principal Secretary for Social Welfare in Andhra Pradesh, Chief Secretary of Tripura for six years, and retired as Secretary in the Union Ministry of Rural Development. He never married. He gave away much of his salary. He is remembered in Telugu simply as the people’s officer.
Most officers who are admired are admired for a confrontation. Sankaran is the counter-example your answers need: a career spent almost entirely on design rather than defiance.
What he actually built
Three things, and they are still load-bearing.
First, enforcement of the Bonded Labour System (Abolition) Act, 1976. A statute abolishing bondage does nothing on its own; someone has to go to the village, identify the bonded labourer, release him and rehabilitate him. Sankaran did that work personally and pushed the administration to do it as routine.
Second, the budgetary instruments. He created the Integrated Tribal Development Agencies and was central to the Special Component Plan for Scheduled Castes and the Tribal Sub-Plan. The idea behind them is unglamorous and profound: general development spending does not reach the most marginalised, so a proportion of the budget must be ring-fenced and cannot be diverted. That is equity translated into an accounting rule, which is the only form in which equity survives a change of government.
Third, the social welfare residential schools for Dalit children, which grew into the residential school systems of Andhra Pradesh and Telangana and have carried tens of thousands of first-generation learners into higher education.
The harder episodes
He worked on rehabilitation after the Karamchedu massacre of 1985. In 1987 he was abducted along with six colleagues by the People’s War Group in East Godavari and later released. In 2004 he served as the state’s chief negotiator with the Maoists — the first occasion on which they agreed to talks. He was a Supreme Court Commissioner on food security between 2003 and 2005. He mentored Bezwada Wilson’s Safai Karmachari Andolan against manual scavenging.
Note the sequence: kidnapped by an insurgent group, and later trusted by both the state and that group as an interlocutor. That is what accumulated credibility looks like. It is not a personality trait. It was earned over decades by an officer whose record left neither side able to allege self-interest.
The refusal
He was awarded the Padma Bhushan in 2005 and declined it. He died of cardiac arrest in Hyderabad on 7 October 2010, aged seventy-five. In 2011 Andhra Pradesh installed a life-size statue of him outside the Social Welfare department — reportedly the first for a civil servant in the state. The National Institute of Rural Development has a chair in his name.
Use the refusal carefully. It is not evidence that honours are wrong. It is evidence of a particular understanding of the job: that service to the weakest is owed, not performed, and that a decoration would have reframed an obligation as an achievement.
How to deploy him
Sankaran is your best answer whenever a question asks for compassion towards the weaker sections or empathy and you want to avoid the trap of writing about feelings. His empathy is visible only in budget lines, statutes enforced and schools built. Write him that way. An examiner reading “he created a ring-fenced sub-plan so that funds for tribal areas could not be diverted” is reading a candidate who understands that in administration, compassion that does not become a mechanism does not survive the officer’s transfer.
Practice question

Approach. Define compassion as an administrative disposition, not a private emotion. Use the Special Component Plan and Tribal Sub-Plan to show conversion into mechanism — ring-fencing that survives personnel change. Balance it honestly: mechanisms ossify, funds get parked unspent, and a rule can become a way of appearing to act. Argue that mechanism without continuing compassion becomes ritual, and compassion without mechanism becomes charity. Close with the officer’s dual obligation to build the rule and to keep inspecting whether it still reaches anyone.
